What Solar Buyers Are Prioritizing — and What the Poll Results Miss

A recent ES Foundry LinkedIn poll asked what matters most in solar cell and module procurement decisions as developers navigate domestic content requirements, FEOC rules and increasingly compressed project timelines.

Among respondents, domestic content availability ranked first at 50%, followed by FEOC-compliant supply chains at 33% and the ability to deliver on schedule at 17%. Documentation and audit readiness received no votes.

The sample size was small, but the industry discussion that followed was revealing.

Several commenters questioned whether these priorities can truly be considered separately. Domestic content may provide a meaningful tax-credit advantage, but FEOC exposure can put a much larger portion of a project’s economics at risk. Others noted that delayed delivery, inaccurate sourcing claims or documentation that cannot withstand scrutiny may ultimately carry an even greater cost.

That is the larger takeaway: procurement decisions can no longer be based on a single benefit or checkbox. Buyers need suppliers that can offer domestic content, demonstrate FEOC compliance, support claims with credible documentation and deliver product when promised. As scrutiny increases, the strongest supply-chain partners will be those that provide confidence across all four areas — not simply the most attractive answer on paper.
